I know it's not my place to throw in ideas, but I would suggest that this would be useful for TV series that have expired now, however creating the season banners/thumbs for shows that have just started would allow you to be ahead of the game once/if the Show goes to a second season.
I think what he meant though was if a show only has a single season and there isn't any artwork for the season banner and season thumbs, don't count it as incomplete.
