No idea about the rules, but there is room for improvement. Descreening could be worth a try, but the scan is less than ideal to begin with. That rainbow light pattern should be avoided if possible. A sheet of diffusive plastic should do the trick: https://www.kepstin.ca/blog/scanning-cds/

Thanks ZincRider for the tip with the plastic have already read. Unfortunately, the scan is a picture of the Internet and not of me. Therefore, the question would be there already under the band Accept such a picture with these rainbow colors that was accepted, And not now.
