I wanted to start this thread for people like me that suck at making CDArt images. I can scan the disc but am not having much luck using GIMP.

you have to scan at least 600 dpi. The glass and the CD must be clean and free from any dust. It is best if you then complain the CD with a heavy object. Your picture has only 495x495 pixels and a resolution of 72dpi. That's never going to be 1000x1000px because you have to go bigger and then shrink down if everything is straight and cleaned.
